Dewey & LeBoeuf Files for Bankruptcy, Blaming Recession and Firm's

Global law firm Dewey & LeBoeuf has filed for bankruptcy in New York, saying its formation during the economic downturn and its super-fast expansion ultimately led to its demise.

At the time of the Chapter 11 filing, Dewey & LeBoeuf listed among its primary assets cash totaling $13 million, accounts receivable and money due on work in progress of $255 million and roughly $11 million invested in an insurance group. Major liabilities are $225 million owed to secured lenders, $50 million in lease-related payments and around $40 million in accounts payable.

Dewey & LeBoeuf was created in 2007 when the firms Dewey Ballantine and LeBoeuf, Lamb, Greene & MacRae merged. Dewey was founded in 1909 and LeBoeuf started in 1929.? Their merger meant the beginning of a firm with 1,300 attorneys working in 12 nations.

?Unfortunately, DL was formed at the onset of one of the worst economic downturns in U.S. history (the ?Great Recession?), which had a devastating effect on the financial markets and related industries that constituted the majority of the Firm?s historic client base,? the bankruptcy filing stated.

Additionally, the firm?s growth coupled with generous payment plans to some of its partners ?created a situation where the cash flow was insufficient to cover capital expenses and full compensation expectations.?

The end of Dewey & LeBoeuf is the latest and perhaps most notable of big U.S. law firm collapses in recent years. The New York Times pointed out that other large firms that have fallen apart in the near past included Thelen and Heller Ehrman of San Francisco and Howrey of Washington.

Dewey & LeBoeuf?s Chapter 11 filing stated that ?during the first quarter of 2012, the Firm was confronted with liquidity constraints that led to the precipitous resignation of over 160 of the Firm?s 300 partners by May 11, 2012.? The departures weren?t exactly a surprise. Earlier this month, when seeing that it might have to rapidly pay $225 million in financial obligations to creditors, the firm told its workers that ?the vast majority? would be fired as soon as May 15.

Dewey & LeBoeuf tried but wasn?t able to work out a merger with another firm, and it couldn?t secure financing to keep it in business. As a result, it decided the best step was to wind down the firm.

HP ePrint


HP ePrint (free) was one of the first Web-based services, if not the first, to let you print through the cloud to specific printers from a particular vendor?HP, in this case. The ePrint Web site, HP ePrint Center, assigns the printer an email address. You print by sending files as email attachments, a trick that can come in handy occasionally for almost anyone. That makes ePrint worth exploring if you already have a printer that supports it. More important, if you need cloud printing on a regular basis, and are considering an HP printer, you'll want to know if ePrint can do what you need it to do before buying the printer. The short answer is that it may or may not.

The first printer that supported ePrint was the HP PhotoSmart e-All-in One D110a ($100 street, 3 stars), which I reviewed in the second half of 2010. At the time, I took a quick look at ePrint to confirm it worked, but didn't run a rigorous set of tests. Since then, HP has added a number of printers with ePrint support, including the HP LaserJet Pro CM1415fnw color MFP ($449 direct, 4 stars), that I used for this look at ePrint. According to HP, most of the comments here should apply to all ePrint printers, but there may be some minor variations from one printer to the next.

Setup
Normally, you'll set up ePrint as part of the process of installing the printer. The main requirement is that you need to connect directly to your network, whether by Ethernet or Wi-Fi, with the network connected to the internet. The service won't work over a USB connection to your computer.

Initial setup assigns the printer an email address with random characters for the user name, but you can easily change it to something easier to remember. Other options let you limit ePrint to accepting emails only from specific senders, set it to print only in grayscale (although jpg and other photo formats will still print in color), set the paper size, and tell it whether to print jobs sent through Google Cloud Print. (You'll need to enter the printer's ePrint address in your Google Cloud Print account first.)

Also worth mention is that if you have more than one ePrint capable printer, you can add them all to the same HP ePrint Center account as well as set the options for each printer separately.

One setup issue I ran into was an error message on the ePrint Center screen warning me to update the printer's firmware "to avoid interrupting service."? The message didn't go away even after I ran the update, although it didn't keep anything from working. At this writing, HP is still checking into this issue.

Basics
HP ePrint has some important limitations. First, it will discard emails with more than 5 MBs of attachments, whether they consist of one file or several smaller files, and it will discard emails with more than 10 attachments, even if the total size is much smaller than 5 MB. It will also discard any image that would print at less than 100 pixels per inch.

Second, it can handle files in only a few file formats. The list includes Microsoft Word, Excel, and PowerPoint in both the current and most recent previous formats (both DOC and DOCX for example) plus TXT, HTML, and PDF. In addition, it can print BMP, JPG, PNG, GIF, and TIFF image formats. This is almost the same list of formats Epson offers for Epson Email Print (Free, 3.5 stars) but with TXT and HTML added.

Third and most important, is something HP doesn't seem to mention anywhere except on its ePrint troubleshooting page: ePrint provides convenience printing only.

As anyone who remembers convenience copy features on thermal paper-based fax machines knows, that's another way of saying you shouldn't expect too much. The troubleshooting page goes on to say that formatting may differ from the original documents, and in some cases you may need to print directly from your computer to print missing images. Given that large caveat, however, ePrint performed much better than expected.

How Well Does it Work?
For my tests, I printed the same files we use for testing printers, which includes a selection of files in most of the business application formats ePrint can handle?Word, Excel, PowerPoint, and PDF?plus TIF and JPG image formats.

Not only did all of the pages print, but the only issue I saw for the business application formats was that Excel graphics were consistently a bit smaller?by perhaps 5 percent?than the same graphics printed directly to the printer. I didn't see the same issue with PowerPoint or PDF files, and ePrint maintained all the font styles and sizes correctly on our text quality tests. Impressively, it also maintained all of the line breaks correctly, even for our most heavily formatted pages?something that HP warns it may not do, and that Epson Email Print didn't do.

I ran into a more serious issue for image files, which ePrint insists on printing at 4 by 6. More precisely, according to HP, the size will vary somewhat depending on your printer's country code setting, which is based in turn on the language setting you chose during installation. But it won't print the files at letter size in any case. In addition, on both TIF and JPG images, ePrint cut off a small slice of the image from each of the four edges.

What these results make clear is that ePrint works much better for business application files, including PDFs, than for image files like JPG or TIF, unless you specifically want to print photos only in 4 by 6 format. This could be a serious issue if you want to print, say, a document scanned in JPG format. You can sidestep the problem by scanning in PDF format or converting the file to PDF before sending it. However, the workaround wouldn't be needed if ePrint let you specify the size for printing image files, which is something you can do (although without as much flexibility as I'd like) with Epson Email Print.

For the most part, HP ePrint works well enough. It will let you print files from your cell phone, say, or send a file to print elsewhere at higher quality than you'll get from faxing. And if the only image files you want to print are 4 by 6 photos, it's useful for that too. As my tests show, it doesn't print everything exactly the same way it would if you were printing directly to the printer, but it works better than you might expect from HP calling it a convenience feature. Overall, it does what it promises to do, and, with the notable exception of image file print size, it prints well enough for most purposes.

(AP) ? The Muslim Brotherhood's candidate for the Egyptian presidential runoff promised Tuesday he would break sharply with the ways of ousted autocrat Hosni Mubarak, a day after angry protesters burned down the headquarters of his challenger who served as prime minister in the old regime.

Islamist Mohammed Morsi appeared to be trying to cash in on public resentment of his rival Ahmed Shafiq's ties to Mubarak at a news conference where he offered something for everyone, from the military to the revolutionaries, women and minority Christians. Morsi has been scrambling to broaden his base of support ahead of the June 16-17 runoff.

"When I am president, the presidency will not be reduced to one person," he said. "The age of superman has failed and gone. The world is no longer like that. I am not like that."

Morsi's comments came hours after some 400 protesters chanting slogans against Shafiq stormed and vandalized his Cairo campaign headquarters. The protesters set the building ablaze after making away with computers, television sets and air conditioners.

Shafiq was the last prime minister appointed by Mubarak before he stepped down in February 2011 in the face of a popular uprising against his autocratic rule. The attack on Shafiq's headquarters was reminiscent of some of the most dramatic scenes of the uprising when protesters burned down the ruling party headquarters.

In Cairo's Tahrir square, birthplace of the uprising, protesters chanted slogans against both Morsi and Shafiq. Similar protests took place in the Mediterranean port city of Alexandria and elsewhere in northern Egypt.

Morsi claimed the top spot in the first round of landmark elections last week, putting him in the runoff against Shafiq who, like his longtime friend and mentor Mubarak, is a former air force commander.

The attack on Shafiq's headquarters underlined the depth of resentment felt by many toward Shafiq, viewed by critics as an extension of the Mubarak regime. And Morsi moved quickly to use it for political gain, making a host of generous promises he said he would keep if elected.

He also used his televised news conference to fend off against charges that the group was seeking to garner more power after winning just under half of all seats in parliament and reversing an earlier decision not to field a presidential candidate.

He promised to place Christians in top government jobs and said he would not impose an Islamic dress code in public for women.

"Our Christian brothers, they are partners in the nation. They will have full rights that are equal to those enjoyed by Muslims," Morsi said. "They will be represented as advisers in the presidential institution, and maybe a vice president if possible."

Women, he said, will have full rights in jobs and education.

"Women have a right to freely choose the attire that suits them," he said.

But his overtures may be a hard sell for some

"It is his right to make propaganda for himself just as I have the right to listen to his words with one ear and let them out from the next," said Girgis Atef, a veteran of the uprising that toppled Mubarak 15 months ago. "More than anyone else, the Brotherhood makes promises it never keeps," said the 35-year-old Atef.

Samer S. Shehata, an Egypt expert from Georgetown University, said Morsi would not be able to honor all these promises. He needed to negotiate specifics with those whose support he is trying to enlist, he added, citing pro-democracy groups and candidates who fared well in the first round but not enough to make it to the runoff vote, like leftist Hamdeen Sabahi and moderate Islamist Abdel-Moneim Abolfotoh. They came third and fourth respectively.

"This is unlikely to win him Christian votes or demonstrate a real commitment to complete equality regardless of religion," Shehata said of Morsi's assurances to the minority Christians who have long complained of discrimination in mainly Muslim Egypt.

"In order to be more credible, Morsi should negotiate with Sabahi, Abolfotoh and the revolutionary youth about concrete commitments and positions, about the specifics of the civil nature of the state, political and personal freedoms, and constitutional principles."

Morsi, 60, also praised the generals who took over from Mubarak, though he acknowledged that mistakes were made while they managed the transitional period.

"There is not a single Egyptian who doesn't like the military. The military played a glorious rule in protecting the revolution," Morsi said. "There were mistakes, yes, but also positive steps. Among those positive steps is the elections held under the protection of the police and military."

He vowed there would be no clashes or charges of treason against the military, suggesting that he has no intention of entertaining calls by some pro-democracy groups for the generals to be tried for alleged crimes during the past 15 months.

The groups blame the military for killing scores of protesters, torturing detainees and putting at least 12,000 civilians on trial before military tribunals.

Morsi also vowed to create a broad coalition government that is not led by a Brotherhood figure, and said the country's new constitution would be written by a panel that is truly representative of the nation.

The Brotherhood and other Islamists, who control more than 70 percent of parliament's seats, packed the original constitutional panel with their own supporters in a bid to influence the charter. However, a court ruling disbanded it on the grounds that it did not observe the rules of selection spelled out in a constitutional declaration adopted last year.

Frustrated College Teacher: Student's Writing Skills Are Terrible

This is a series of two different interchanges with a college professor whose name I will keep confidential. I believe she expresses her concerns well and that they parallel what I said in my article Instead of Lowering Bar, How About Teaching Students To Write Correctly??

Texas? new curriculum standards for English/Language Arts/Reading that were passed in May 2008 now require the systematic instruction of correct grammar, usage, spelling, and expository/persuasive/research writing.

This year?s ninth graders through Kindergarten fall under these new curriculum standards, but the present sophomores through seniors are examples of students taught the ?old? curriculum standards that have been in place in Texas since July 1997. It is these students who undoubtedly reflect the same lack of English proficiency that this college professor describes.

We are hopeful in Texas that in a few years our high-school graduates will impress their college professors by demonstrating real proficiency with the English language.

Here?s the letter I received on May 19, 2012.

Hi, Donna,

I am a college professor who teaches ALL writing and reading intensive courses in both criminal justice and sociology.

I paid a visit to the Director of Instruction (D.I.) of English curriculum at a large public school district a month ago. This was done at the urging of the high-school principal who is very concerned about the lack of correct grammar in students? writing and speaking.

I told the D. I. that, as a university instructor, I deduct the first 20 points off for grammar and spelling on ANY paper students submit to me for a grade. Students are always horrified and don?t believe that I will do it until they see it on their first set of returned papers.

After mid-semester, students begin visiting the tutoring and writing centers for help and review of their papers before submission. But, the papers STILL come in with many errors, and I receive word from those tutorial groups that the students HAVE been in there!

Seldom does a student make above 80 on any written assignment turned in to me. When they make 85, 90, 92, or 98, I really praise them and usually in front of the class. I tell them to set up their own tutorial services and charge at least $20/hour. Everyone laughs! But, they know that I am serious.

What it tells me is that there are incompetent people in the tutoring and writing centers as well. Too often, the tutoring centers do not have English proficient people in there? maybe they are math or science tutors but cannot help in English grammar, even when the student makes an advance appointment.

I count off for run-on sentences, sentence fragments, incorrect sequencing; mis-use of semi-colon and comma, spelling, and verb tense change in mid sentence. I warn them that after the second typed line of the sentence, they are treading in very dangerous waters; the possibility of a run-on sentence is increased dramatically!

You would NOT believe how many of them use text messaging in their papers now, like ?til? for ?until? or ?u r? for ?you are? or ?your? for ?you are.? ?I carve up the papers. It looks as if I stuck my finger with a pin and dripped blood all over the pages.

The older students are very appreciative for the analysis. It takes me hours to do this. But, I encourage them to look over their first papers, find out what they did wrong, and NOT to do it again. I tell them to read aloud their own papers; they will catch many of their own errors then.

I warn them days in advance: NO contractions in formal writing; use ?who? for people and ?that? for things; we shouldn?t be writing the way we talk.

The English department was VERY surprised when they found out the way that I grade. I told them that I have done this (and am STILL doing this) at the various college campuses where I have taught. I will continue doing this. My students are going to learn how to write, one way or the other. Most every job requires writing.

A number of police officers in my city had problems because their written reports were so poorly written that they were not admissible as evidence in court. It could not be determined whom the policeman was talking about or what he/she was trying to say. So now, the police academies have an instructional block on ?writing.? It has become a REAL problem for the D.A.?s office to prove a case because of the very poor use of the English language in the officers? reports!

Students tell me that they have not been trained in grammar since 4th grade! ?In high school, the grammar books stay under their chairs all semester. When I was teaching high school, we used them every week! What is the matter with our English teachers?

One teacher told me that her department has been told to teach for creativity and to forget about the specifics of grammar; it will come to the students LATER! ?English teachers are being told to do this! I am hearing this from teachers in various districts. It is shocking to me.

We also EXPECT for these kids to come into college already KNOWING how to operate the library software. We should not have to teach this to them again, but most of them don?t have a clue how to operate JStor, Ebsco, or any of the major library programs.

Students have never seen a peer-reviewed article. Our public school systems are paying a FORTUNE for these fancy software programs. Are only the administrators using them? At best, the kids are getting a brief explanation of what is there, and that?s it ? instead of being given a research project where they have to show documentation from peer-reviewed articles, as well as newspapers and magazines, covering their subjects. Are only the students at the gifted and talented levels getting the benefit of this product?

Report: More students taking science, math

More high school students are enrolling in math and science classes and seeking online learning opportunities. Fewer want or are able to find jobs while in school.

Those are just some of the changes under way at the nation's high schools in how students are learning and what they are doing with their extra time, according to a report released Thursday by the U.S. Education Department.

The annual "Condition of Education" report said there has been a marked increase over the last two decades in the percent of high school graduates who had taken calculus, from 7 percent in 1990 to 16 percent in 2009. Overall, the percentage enrolling in math and science courses increased in all subjects except algebra I, a class many students now take in middle school.

Yet while more are enrolling, the report also states that scores have largely stagnated: Seventeen-year-old students performed neither significantly better nor worse on a national math and reading assessment than they did in the early 1970s. Results from the National Assessment of Educational Progress test in science found just 1 percent of high school seniors scored at the highest achievement level in 2009.

Three decades ago, the Department of Education released its landmark report, "A Nation at Risk," which raised concerns about academic achievement and called for students to take three years of math and science.

America's best high schools: 1,000 that make the grade

Nancy Songer, a professor of science education and learning technologies at the University of Michigan, said that once high school students finish their math and reading requirements, there is a noticeable drop in the number that pursue courses in those subjects as an elective.

"Even if we are seeing some bubbles of improvement in enrollment, we are still dramatically under-enrolled compared to what we will need in the future," Songer said.

In other subjects scores have also stalled: Seniors have performed only slightly better in U.S. history and slightly worse in geography on recent national assessments.

How students are receiving instruction is undergoing a significant change. Whereas 220,000 students were enrolled in distance education courses a decade ago, over 1.3 million were taking them in the 2009-10 school year. Those courses are usually online, and can be done at home or in class.

"There's really been a big shift in how these courses are delivered," Jack Buckley, commissioner for the National Center for Education Statistics, said in an interview Thursday.

Meanwhile, a substantial drop has been seen in the number of high schools students who are working. In 1990, 32 percent had a job. Two decades later, just 16 percent did.

Buckley said the decline can be attributable to a variety of factors, including the recent economic downtown, during which jobs previously occupied by high school students and other young adults were taken by adults with more experience.

The report also described a number of others changes, including: A huge expansion in public school enrollment in states like Arizona and Nevada that is expected to continue over the next decade; a decrease in the number of children receiving special education services; more teachers with college degrees, and a higher percentage of school principals who are female.

Foot Health: What Are Plantar Warts and How Do You Treat Them?

Plantar warts make themselves known when you experience foot pain when standing or walking. Upon examination of the area you will see a small lesion that looks like a small cauliflower with tiny black spots that are actually hemorrhages under the skin.

Plantar warts are caused by the highly contagious human papilloma virus. The virus causes a benign tumor. This virus can survive months without a host and you can pick it up on the soles of your feet when walking barefoot in moist public areas, such as showers or pools.

Plantar warts are actually an infection of the skin where the virus entered the outer most layer through a small crack or scrape. Some public pools, showers and walkways have chlorine sprayed on the surfaces to reduce bacteria, however if you are barefoot and walk immediately behind an infected person, you can pick up the virus.

The growth of the lesion caused by the virus often is pushed inward by your weight when walking or standing. The skins reaction is to build up more layers and harden around the lesion. This cycle of building and being pushed inward can create clusters of warts and destruction of the adjacent healthy skin. Most people report the pain when walking or standing on a plantar wart as being a 5 or 6 on a scale of 10 with 10 being the most painful.

Because the warts can start to bleed a few drops externally, can spread to both feet, and can actually make you bed-ridden if not removed, most people look for treatment as soon as possible. The treatments range from surgery to simple home remedies. These are three primary treatments and comments on how you may use them:

1. Surgical removal of warts. Having surgery should be a last resort treatment because it does not cure but only removes the calloused skin and sometimes parts of the cauliflower wart. The virus is still present in your body and an outbreak can re-occur.

Often surgery is preformed using liquid nitrogen - this is called cryosurgery and can be very painful if there are a lot of warts. The liquid nitrogen actuarial burns off the wart and adjacent healthy skin and causes the body to heal over the infected area.

2. Duct tape application. The principle of the duct tape application is to cushion the skin, keep the skin moist so eventually the wart will peel off when the sticky tape is removed. This is similar to quickly removing cotton gauze when waxing to remove unwanted hair.

Duct tape can be very bad for healthy skiing near the wart. It can cause cracks and breaks in healthy foot skin when tearing the tape off the wart. As the wart goes inward and more layers of hard skin form to protect your foot, the surface of the wart is all that is treatable with this tape-and-wait-and-rip method.

3 Salicylic acid application. It is compound that is chemically similar to the active ingredient in aspirin although it is not identical. Salicylic acid is a homeopathic anti-inflammatory solution. It works on warts by exfoliation of the skin.

Some reports indicate that the latent virus in the body become activated by the papilloma virus. This makes timeliness of treatment critical and cleanliness of feet more diligently needed. Because salicylic acid must be applied to each wart to remove the outbreak, it becomes necessary to consider grabbing a friend to help, using rubber gloves when handling the feet, and all precautions to prevent spreading the warts to others.

Bathing the feet in warm, soapy water first, then towel-drying the feet completely is necessary twice a day. Once the feet are dry, apply salicylic acid with a cotton ball or with a small brush which will dry the wart and exfoliation of the skin attacked by the virus.

The method of exfoliation works well because the dead skin associated with the virus will be attacked and the healthy adjacent skin will glow from the effort.

Our education in any business is infinite, and my passion in note investing has given me the opportunity to meet with some amazing people in the note business and I actively look for new information to perfect my craft. Find a Mentor- Like any other business strategy, working with someone that has seen the highs and lows and will offer advice for you to help you succeed is critical in this area of investing. Its less common to find a seasoned note investor at a REIA meeting, but if you look around you can find someone to help you grow

Learn Your State Laws ? Do you know if the state you are investing in is a foreclosure or forfeiture state? Do you know if there are unique statutes in your state that will have an effect on enforcing notes? Do you know what RESPA is? The SAFE ACT? After you find a mentor, meet with a good real estate attorney in your area that understands mortgage financing laws and learn as much about the state and federal law as you can. It will be worth the investment

Focus ? After you do these two things you head will be spinning with so many aspects of note investing you can delve into. Focus your efforts on the one area that most fits your personality and goals. Don?t worry about the glamorous case studies out there of other strategies. You will make money doing what you love and that you do passionately.

Keep it Simple ? Gurus and their courses are often filled with neat ?tricks? that you can apply to either speed up a process or circumvent a law. Keep those tips and tricks on the sidelines. Develop sound principles and build your note business the right way.

Note investing is truly a labor of love for me, and one that I think has been under the radar for too long. It is my hope that bad information does not destroy good note investors before they get started. Feel free to share your experience. Your feedback and readership is greatly appreciated.

Yukiya Amano, of the?International Atomic Energy Agency, said some details still needed to be worked out. But he told reporters that Iranian officials say that those will not stand in the way of signing the deal.?

First the rumor mill revealed ASUS had plans to refresh Ultrabooks with Ivy Bridge and 1080p IPS displays. Then the company confirmed the news itself when it brought some new Zenbook Prime laptops out for a demo and promised they'd go on sale in ASUS' native Taiwan. Now we've got some splendid news for our readers here in the US: those fresh ultraportables are making their way stateside too... eventually. ASUS just confirmed it's bringing four models to the states: the 11-inch UX21A, the 13-inch UX31A / UX32A and the UX32VD. What's the difference between the UX31A and the UX32A, you ask? It all comes down to storage: the UX32A uses hybrid hard drives, while the UX31A packs an SSD. Meanwhile, the UX32VD is nearly identical to the UX31A except that it packs an NVIDIA GT 620M GPU.

As rumored, the lineup includes Core i5 and i7 Ivy Bridge processors, with 1920 x 1080 IPS displays offered even on the 11-incher. Mali leader attacked as anger erupts over transition deal

Mali's transition president Diancounda Traore was briefly hospitalised Monday after protesters angry at his appointment in a deal struck with the junta burst into his office and beat him.

A UN envoy said the attack "seriously" endangered diplomatic efforts to resolve Mali's crisis, suggesting that "maybe other options will now have to be considered."

Just hours after mediators left the country pleased at having convinced coup leaders to accept a Traore-led 12-month transition back to democratic rule, thousands took to the streets in protest and overran government offices.

Protesters evaded security and pushed their way into Traore's offices in Koulouba, the headquarters of the general secretariat next to the presidential palace, which has stood looted and empty since a March 22 coup.

"The protesters, who were many, evaded security forces... they found him in his office. He was beaten but his life is not in danger. He was driven to hospital," said a source in the presidency.

Traore was released after undergoing an examination.

"He had a scan which showed no serious injury," said a doctor speaking on condition of anonymity, adding that after leaving the hospital Traore had been driven to a secure location.

Prime Minister Cheick Modibo Diarra appealed for calm, saying the attack was "not worthy of our country."

Speaking on state television, he said: "Mali doesn't deserve this. ... I call on the people, especially the young people, to put an end to (protest) marches."

The incident comes a day after the Economic Community of West African States (ECOWAS) brokered a deal with the junta, prompting relief in the country after weeks of deadlock on the way forward.

"We are all leaving, with the feeling that we have accomplished our mission" set by ECOWAS, Ivory Coast Minister of African Integration Adama Bictogo told AFP earlier on Monday.

Coup leader Captain Amadou Sanogo was threatening to derail the transition back to democratic rule by blackballing recommendations that current interim leader Traore, 70, remain in his position for a 12-month period.

Laborious talks had failed to yield a positive result and Traore was due to step down on Wednesday after a constitutionally mandated 40-day interim presidency, which would have plunged the institutions back into crisis.

But on Sunday Sanogo accepted a sweetened deal as he was offered all the benefits that a former president would be owed: housing, transport, security and an allowance.

Thousands of Malians took to the streets on Monday to protest the transition deal.

"The arrangements made by ECOWAS don't involve Malians. It is a betrayal," said Hamadoun Amion Guindo of the Committee of Malian Patriotic Organisations (COPAM), a pro-coup grouping opposed to Traore.

Some protesters accused Sanogo of "treason" for accepting the arrangement.

One of west Africa's most stable democracies, Mali was plunged into crisis when Sanogo led a band of low-ranking soldiers to oust Amadou Toumani Toure's government.

On April 12 the putschists agreed on a return to civilian rule and Traore was inaugurated as interim leader and formed a government, but the former junta refused ECOWAS proposals that he stay on for a 12-month transition period.

Politicians felt Sanogo had done an about-turn and was jockeying to lead the transition himself.

"We have come a long way, we were a hair's breadth away from an impasse," said Malian journalist and political commentator Tiegoum Boubeye Maiga of the deal.

"On paper the matter is wrapped up. Now it remains to be seen how it will work. I am hopeful. It is important to have given Sanogo the title of former head of state," he added.

In carrying out the coup, the soldiers claimed that the government was incompetent in handling a Tuareg rebellion in the northern desert that began in January.

But the coup only opened the way for the Tuaregs and a motley group of armed Islamists backed by Al-Qaeda in the Islamic Maghreb and criminal bands to seize the northern half of the country, an area larger than France.

Convinced that tensions in Bamako had eased, analysts said leaders could now turn to the north.

"Here you have a country which was on the brink of catastrophe in the south, and suddenly finds itself back on the rails. Now we can focus on northern Mali. The junta did not lose face, and democracy triumphed," political analyst Mamadou Samake told AFP.

The NASA/ESA Hubble Space Telescope turned its powerful wide field Advanced Camera for Surveys towards this spiral galaxy and took this close-up of its northern half.

The galaxy's central bulge is just out of the image on the bottom left.

The galaxy, spanning some 100,000 light-years, is seen exactly edge-on, and reveals its thick plane of dust and interstellar gas. While initially thought to look like our own Milky Way if seen from the side, more detailed surveys revealed the existence of filaments of dust and gas escaping the plane of the galaxy into the halo over hundreds of light-years. They can be clearly seen here against the bright background of the galaxy halo, expanding into space from the disk of the galaxy.

Astronomers believe these filaments to be the result of the ejection of material due to supernovae or intense stellar formation activity. By lighting up when they are born, or exploding when they die, stars cause powerful winds that can blow dust and gas over hundreds of light-years in space.

A few foreground stars from the Milky Way shine brightly in the image, while distant elliptical galaxies can be seen in the lower right of the image.

NGC 891 is part of a small group of galaxies bound together by gravity.
